The vocational qualification certification system is an important part of human resources system, it is based on the occupation skill state standards or qualifications. According to the evaluation institutions which is fair and objective for the skill levels of workers, they will award the corresponding qualification certificate to the workers. Establishing and improving the qualification certification system in Australian which can regulate the industry standard of employ persons, strengthen the workers’ professional skills, improve the quality of the workers teams, will help our country to build our vocational system, and improve the international competitiveness.Starting from1995, through integrating previous Australian qualifications framework, setting up the Australian qualifications framework (AQF), building a flexible qualification framework by the department of education, especially the accommodation of cohesion between the professional qualification, it greatly improved the quality of domestic workers and the development of learners’life-long education. It closely related to the Australian qualifications framework:from macroscopic part, it is the national government’s policy intervention and active participation of industry group and other interests, from microscopic part,it is the school curriculum design and development, credit transfer arrangement, etc. Although our country’s vocational qualification system has been established, there are a lot of problems. Therefore, studying the Australian qualifications framework system and establishing the system between general education and higher education, is significance to our country.This paper studies the development course of the Australian Qualifications Framework as well as its main content, summarize the successful experience, combined with the defects in our qualification certificate, the author proposes suggestions.This paper consists of five parts:The first part, introduction. Introducing the reasons of this research topic, the related conceptions,the current relevant literature and the research ideas..The second part, Introducing the development of the Australian qualifications framework system and the relationship between three educational qualification systems.The third part, introducing the related contents of the Australian qualifications framework. this paper describes the qualification certificate dimension of learning results, then describes the10levels and14types of qualification in detail. This part also introduces the related content of previous learning are also discussed.The fourth part mainly analyzes the major safeguard mechanism of the Australian qualifications framework in five parts:the management institutions, related security policy, the qualification of certification and the policies of distribution, cuts to shed light on the type.The fifth part is aimed at the characteristic of the Australian qualifications framework and enlightenment on qualification certificate system in our country. According to introduce the characteristic of the framework, such as flexible, this part draws lessons from the successful experience to give suggestions to the development of our vocational education...
