| Modern apprenticeship is an important development direction of vocational education in the world today,and it is also one of the hot spots of vocational education reform in China.In recent years,China’s secondary vocational schools have promoted the modern apprenticeship system,hoping that through the effective implementation of the modern apprenticeship system,a large number of practical junior high school skilled talents will be delivered to the society.From the pilot practice of apprenticeship in secondary vocational schools for many years,it plays an important role in the all-round development of students’ theory and practice,knowledge and skills.However,there are still some problems,such as the contradiction between further education and employment,and the apprentices are young.The school-based apprenticeship in Australia is also aimed at high school students,and its experience and challenges in the implementation process have certain reference significance for secondary vocational schools in China to carry out apprenticeship.This study attempts to use literature review,comparative study and case study to analyse the school-based apprenticeship in Australia,trying to answer how to develop the school-based apprenticeship in Australia.What are the characteristics of the school-based apprenticeship in Australia ? What is the reference value for China’s secondary vocational schools to break through the plight of apprenticeship development?Firstly,this study puts forward the background and significance of the research problem,sorts out and analyzes the existing research results on modern apprenticeship system,Australian apprenticeship and school-based apprenticeships,defines the core concepts,and puts forward the research purpose,research ideas and research methods.This paper analyzes the formation background of school-based apprenticeship in Australia from three aspects,it includes economic and social development,rising youth unemployment rate and aging population.On this basis,it introduces the formation and development of school-based apprenticeship through combing the policy documents,and it introduces the implementation status of school-based apprenticeship.Secondly,it explores the institutional framework of school-based apprenticeship,mainly from the system structure of Australian apprenticeship and the implementation subject,implementation process and conditional support of school-based apprenticeship.In the system structure of Australian apprenticeship,this paper introduces the basic structure of Australia apprenticeship and the position of school-based apprenticeship in the whole system.Then,two characteristic school-based apprenticeship projects,Riviera Shipping International Co.Ltd.and At EAST,are selected to analyze the advantages and disadvantages of school-based apprenticeship projects.Thirdly,it summarizes the characteristics and shortcomings of Australian school-based apprenticeship system.By comparing the similarities and differences between Australian school-based apprenticeship and full-time apprenticeship,school vocational education courses and part-time jobs in terms of implementation background,implementation objects,participation purposes,learning contents,development paths and certificates obtained,it is found that Australian school-based apprenticeship has the following characteristics: the responsibilities of all stakeholders are clear;the rising path of school-based apprentices is broad,apprentices can either enter higher education or choose to become full-time apprentices after completing training;general education and vocational education are integrated,apprentices learn theoretical knowledge in schools and acquire practical skills in the enterprises and registered training institutions;carrying out the student-centered concept,the school-based apprenticeship system attaches importance to the apprentice’s main position and guarantees the health and safety of the apprentice.However,the school-based apprenticeship system also has some shortcomings,such as insufficient working hours and great pressure on students.Finally,by using the interview method,we can understand the difficulties faced by secondary vocational schools in developing the apprenticeship system in China,and put forward some countermeasures and suggestions based on the study of the school-based apprenticeship system.It includes strengthen policy support and perfect laws and regulations;improve the national qualification framework and professional qualification system;pay equal attention to employment and further education,and highlight sustainable professional ability;strengthen the communication between schools and enterprises,and highlight the characteristics of secondary vocational schools;implement the student-centered concept and improve the safeguard management measures. |
