The purpose of the "Double Certificates "system in vocational education is to lay a powerful foundation of talents, which meets China's economic and social development requirements. Under the training system, there should be the Professional Standards, Professional Ability to be the core, and the link of professional qualification certificates and academic certificates. And the training system should go with higher vocational education features. Currently, the "double certificates"system being practiced in Higher Vocational Education is far from perfect. There are some drawbacks, which not only hinder the growth of professional talents, but also constraint the improvement of the quality of higher vocational education and its development. This is not good for higher vocational education to play vocational roles. This thesis not only introduces the Australian Qualifications Framework (AQF) system and the means of Vocational Certificate in Education Credit Transfer and Mutual Recognition of the structure under the guidance of AQF, and analyzes some problems arisen in the implementation of vocational qualification certificate system in Higher Vocational Education of our country, but also expounds the inspiration to the implementation of "double certificates" system in China from the Australian Qualifications Framework. This paper also brings forward taking reference of Australian Qualifications Framework (AQF) system, and the reform of our "double certificate" system needs to do the following: 1. Establishment of National Vocational Qualifications Framework; 2. Regulation of the employment market, strict implementation of the employment permit system; 3. Improvement of the "double certificates " system, legal system, and its management; 4. Strengthening the role of Higher Vocational institutions in the implementation of professional certification; 5. Implementation of "Combination"mode.
