| The National Qualifications Framework,as a national system that classifies,recognizes and connects qualification certificates,diplomas and degrees based on competency standards,is an important support for a national vocational education system.At present,China has initially established a modern vocational education system that with secondary vocational education,higher vocational education,and technical applied undergraduate as basic elements,and internally communicates and connects with each other.However,under the "education-oriented" learning concept,vocational qualification certificates and academic qualification certificates form different systems,which makes it difficult to achieve equivalence and mutual recognition.The communication and connection between various levels and types of education are poor,therefore,it is urgent to build an "Overpass" for the communication and connection of modern vocational education system through the national qualification framework.Since the implementation of the Australian Qualifications Framework in 1995,it has been updated and reviewed several times.Together with the Australian Training Package and the Australian Quality Training Framework,it has supported the Australian Vocational Education and Training System.Through the establishment of a unified national qualification standard,Australia has changed the originally chaotic vocational qualification system,satisfied learners' lifelong learning needs,provided with a large number of skilled technical personnel,and promoted the transformation of Australia's industrial structure.Based on this,this study uses the literature analysis method,historical research method,comparative method to analyze the basic content,operation and guarantee mechanism,advantages and disadvantages of the Australian qualifications framework,and carries out enlightenment research on the problems and challenges existing in China's modern vocational education system.This research is divided into six parts: The first part mainly explained the reason of the topic selection and research significance,clarified the core concepts of the research,and summarized the related research in china and abroad to providetheoretical basis and literature support for the research;The second part firstly sorted out the background and development history of the Australian qualification framework,and then summarized the specific contents of the Australian qualification framework,including the objectives of the qualification framework,the qualification level standards,the description of the qualification type and the specification of the qualification type;The third part mainly studied the operation and guarantee mechanism of Australian qualification framework,including stakeholders,management and operation mechanism of Australian qualification framework,policy support,standard support and timely adjustment of Australian qualification framework;The fourth part dialectically analyzes the advantages and disadvantages of the Australian qualification framework.The fifth part aims to clarify the modern vocational education system in our country's policy path and explore its connotation,with modern vocational education system more in-depth in Shan Dong province as the representative work,analyze the issues and challenges facing the modern vocational education system in our country,for the next chapter how to draw lessons from the advanced experience of the Australian qualifications framework groundwork;The sixth part combines the problems of China's modern vocational education system construction,draws on the advanced experience of Australia's qualification framework,and puts forward some ideas. |
