In the21st century, China ushered in the advent of economic globalization and theinformation age, the social demand for higher education has undergone profoundchanges, and this is bound to change the structure and function of the higher educationsystem proposed more and higher requirements. Heilongjiang Province in the21stcentury, the industrial structure optimization and upgrading of the economic growthmode from labor-intensive to capital-intensive and knowledge-intensive transformationof economic development proposed new targets. Transformation of economic growthand industrial structure of Heilongjiang Province Higher bound to propose new andhigher requirements on the level of training, specialty, regional distribution. Accordancewith the "five-second" new targets proposed economic development plan and the"long-term education reform and development plan in Heilongjiang Province(20100-2020years)," a new target for the development of higher education, theprovince’s general higher educational structure and make the appropriate adjustments.The study is based on the theory of sustainable development, ecological theory,system theory and regional development theory, qualitative and quantitative researchmethods as mainly research methods, analyze for the structure of higher education inHeilongjiang Province. First, analyze the historical development of higher educationstructures in Heilongjiang Province, and summarizes the structure of higher educationin Heilongjiang province variation in the historical development process; Secondly,analyze the general higher education structure of Heilongjiang Province were presentsituation points, and with the country’s structure of higher education were compared,thus obtained unbalanced development of higher education in our province, in thehierarchy, discipline structure, layout structure and form of the structure,there are someproblems; Finally, analyze the influence of general higher education in our provincestructural development of factors, including economic, political and other factors, and on the basis of this study, explore to build a " complete system, hierarchy coordination,categories of complete, balanced layout," the structural system of higher education.
