| Compulsory education is the fundamental period of the national education, which is the solid foundation of the development of the country and the revitalization of the nation. About57.59%of the country covered by the rural area, rural compulsory education takes up the most part of the national compulsory education. Rural area exist many problems of the imbalance of teacher resource, among those problems the teacher salary is the point. Teacher salary relates to the education qualityã€daily life and safety problems. So solving the rural compulsory education developing problems is to solving the "human" problems, which refers to the imbalance of teacher resource. Since China carried out the compulsory education teacher performance pay system in2009, the policy get wide attention from the whole society, which inspire the enthusiasm of teachers’ teaching and promote the development of compulsory education. But it also has lots problems such as the teacher salary did not rise but decrease, wage income gap between urban and rural and so on. Many experts have discussions from the theoretical perspective of teacher performance pay system, but lacking of the analysis in the practical level, besides, the compulsory education teacher performance pay has not been formed in a mature research result. So this paper is going to adopt the performance management theory, pay using theory and many research results providing by scholars and experts, combining the economy of the Guangxi rural area, the compulsory education level and the characteristic of the teacher performance pay system, studying the existing problem of the current performance pay system, analyze its internal causes, try to raise a more effective suggestion that can improve the system of rural compulsory education teacher performance pay, which have the significance both for the theory and practice.Guangxi Zhuang Autonomous Region located in the east of China, which has its classical characteristic of population structureã€geographic positionã€economy development. T country is the classical rural representative of eastern Guangxi. This paper is mainly use T country as the case, with interviewing method and questionnaire method, combine with the literature research both at home and abroadã€case analysisã€mathematical analysis and the help of the performance management theory and compensation theory, according to the Guangxi rural economy development level, the development of compulsory education and execution status of compulsory education teacher performance pay, on the basis of the research of T country, analyze the specific implementation of compulsory education teacher performance pay system of T country, analyze its problems of low salary, simplistic performance appraisal system, lacking of the performance feedback system, can not bring the incentive function to teachers and so on. Try to bring some effective suggestions such as raise the level of the teacher performance pay, complete the current compulsory education performance pay evaluation system, build the new performance pay feedback system, construct the compulsory education teacher performance evaluation system, complete the rural compulsory education teacher management system, hoping to promote the development of the rural compulsory education teacher performance pay of Guangxi and even to the whole country. |
