The establishment of the new China is a milestone in the development of the Chinese nation.In the process of reform,opening up,and modernization,China has taken firm steps to move forward step by step.The continuous improvement of the material living standard has made the people's demands for spiritual life become increasingly high.The requirements of the times and the progress of civilization have promoted the emergence and development of compulsory education.As the beginning of education process,its fairness has been widely concerned by the people.Due to the different levels of geographical location,industrial structure,industrialization and urbanization,and opening to the outside world,leading to large differences in the level of economic and social development,as well as the quality of compulsory education.In the past decade or so,China has actively explored and piloted the reduction of the urban-rural gap and the inter-school gap in compulsory education,and achieved certain results.However,it is undeniable that the uneven distribution of compulsory education resources between different regions,urban and rural areas,and schools is still a relatively common phenomenon.As an important resource for determining the quality of schools,teachers play a decisive role in the development of schools.The gap between teachers' resources in urban and rural areas is also one of the main reasons for the uneven quality of urban and rural education.Therefore,this paper will focus on the comparison of urban and rural compulsory education teachers' resources,and analyze the Hefei urban and rural primary and secondary school teachers' status quo,problems,causes and solutions.This paper consists of six parts:The first part is the introduction,introducing the background and significance of the research,the research summary at home and abroad,research methods,research innovations and deficiencies.The second part defines the related concepts involved in the research,and introduces the relevant theoretical foundations applied in the research process,such as urban-rural integration theory,resource allocation theory,public product theory,educational equity theory,etc.What's more,the relevant indicators of the balance are explained.The third part investigates the situation of teachers in some schools in Hefei by field survey,and compares the urban and rural data from the indicators of student-teacher ratio,class teacher's degree,teacher's education,age,professional title and discipline team building.It is found that there is a gap between teacher's quantity and quality.The fourth part analyzes the reasons why the resource allocation of teachers in urban and rural compulsory education is not balanced.The urban-rural dual structure is the root cause of the uneven distribution of resources between urban and rural teachers.Factors such as Urban tilt of the policy,imperfect of the system,the personal pursuit of teachers,and weak implementation are important reasons for this imbalance.The fifth part introduces countries or regions with a high degree of development of compulsory education at home and abroad,mainly explaining the experiences and lessons of Japan,the United States,the United Kingdom,Nanchong City and Shenyang City in the process of implementing compulsory education.The sixth part mainly proposes corresponding countermeasures and suggestions,mainly from promoting the integration of urban and rural economy and education,policy-oriented role,raising the salary and subsidy level of rural teachers,and paying attention to rural teachers' training,perfect teacher mobility system and rural teacher recruitment mechanism.Teachers are the bridge of knowledge transfer and the bond of spiritual transmission.The special nature of teachers'profession determines that teachers have an important role to play in the whole education process.Solving the problem of rural compulsory education teachers requires the joint efforts of the government,schools and society.Only in this way can the future flowers of the motherland grow freely and vigorously under the same blue sky.
