Along with information technology and network technology playing a more and moreimportant role, more and more researchers pay close attention to the study that how to make fulluse of information technology to the improve teaching.In2003, our country published "The Ordinary High School Information TechnologyCurriculum Standard (Experiment)". It put forward to cultivate the compound talents withininnovative consciousness and practical ability. The Problem-Based Learning in the networkenvironment, can fully embody the students as the main bodies, the teachers playing leadingroles in teaching, train the ability of cooperation and explore using information technology tools,properly using network resources. So it attracts a lot of researchers how to integrateProject-Based Learning in the network environment and the high school information technology.The paper summarizes the present situation and the advantage of Project-Based Learningunder the network environment by analyzing literature, investigation. It draws a conclusion thatcan improve learning efficiency when we integrate the Problem-Based Learning the networkedenvironment into the high school information technology courses. Before carrying the projectdesign, it concludes the principle of the learning according to the theory of Project-BasedLearning. According to the principle and requirement of the system, I have carried on theoperation flow analysis, the system structure design and database design to this system and so on.The system chooses Microsoft Server2003as the operating system, Microsoft SQL Server2005as database and uses C#as programming language and uses B/S three-tier architecture. Thedevelopment tool uses Visual Studio2010. The system is make up with several modules such aslearning project publish, building learning group user communicate, evaluation manager and soall. After completing the development and testing various functional modules running smoothly.There are six sections in this paper. In the first section, it introduces the influence ofinformation technology in education and the development of the PBL at home and abroad. Itdiscusses the advantages to apply PBL to the education. The second section of the article, itintroduces the theory of PBL in the network environment, the characteristics and Instructionaldesign and the principles of development in the process of the website. In the third section,according to the website of the design principle, it introduces the system demand analysis andthe technology in the system development and the database design. In the fourth section isrealization of the PBL website, mainly introduced the system user registration and login module,system configuration, system on-site search, the learning project public module, etc. In the fifthsection of the article mainly test the website, it concludes a case that displays how to design the learning project and be published to the website. The learner is how to form a study group, andsubmit the work. The sixth section is the conclusion and discussion.
