Sociological Interpretation Of Western China’s "Rich Poor" Phenomenon

At the request of the national non-equilibrium strategy, China’s east and west experienced the ladder of development. In the first stage, the eastern region gained rapid development in the decades of reform and opening up thanks to their unique geographical advantages and country’s full support. The second stage, our country use economic and human resources to nurture the west, promote the development of the western region, in order to achieve the realization of the modernization of the country.It is in this context, the western development strategy has been proposed, hope to promote the development of west regions through the development of the western region. Rich resources in the west input Eastern continuously, but the economic development of Western China is still slow, abundant natural resources did not bring the booming of the economy——What is the deeper reason behind this "very poor with rich resources" phenomenon?As a sociological study of human social structure and activity of knowledge, from the perspective of the structure and action to study the social power is one of its fundamental paradigm.From outer benefit ability, the factors of system, culture is the influence of structural factors that benefit from the capacity of resources, the system provides the legitimacy of different economic subject behavior and power, the culture is the values and code of conduct of actors followed, giving the actors rationality of actions. The study bases on the AGIL theory, using Resource Environmental Subsystem, Institutional arrangements subsystem, Economic Community of subsystems, Value Subsystem to Analyze West "poor rich" causes.This paper argues that only departure from the institutional and structural factors, change the current Eastern discourse system, Use of western natural resources, explore the western development model suitable to construct the dominant position of the western development, in order to achieve the development of western region and the modernization of China.
