A hundred-year plan,education-based,education fairness is the important foundation of social justice.The report to the 19 th national congress of the Communist Party of China(CPC)pointed out that the principal contradiction in Chinese society has turned into a contradiction between the people's growing needs for a better life and unbalanced and inadequate development.With the rapid development of economy and culture,the strengthening of democratic consciousness of fair,realize the "two basics"(the implementation of nine-year compulsory education generally available and basically eliminating illiteracy among young and middle-aged adults target)in compulsory education,the people's anticipation and pursuit of education from "popular" into "high quality",their growing demand for high quality education and the unfairness of education resource supply imbalance between contradictions gradually emerges.Deepening the reform of education and teaching and comprehensively improving the quality of compulsory education are of great significance to speeding up the modernization of education and running education to the satisfaction of the people.The outline of the national program for medium and long-term education reform and development points out that "the main responsibility of education equity lies in the government" and "we should take the lead in realizing balanced development of urban and rural areas in counties".As the promoter and executor of education balance,the education concept of the government is very important.Under the "county-oriented" compulsory education management system,it has become the bounden responsibility of the county-level people's government to realize the balance of compulsory education.Yibin County is located in the southwest of Sichuan Province,with a population of millions and rural schools accounting for the vast majority.Due to early compulsory education focus on the strategic policy of inertia and regional differences in the levels of economic and social development,the quality of compulsory education resources gradually gathered to the town,the countryside primary and secondary schools lack of funding for a long time,dilapidated environment,loss of teachers and students,education quality is difficult to ascend,compulsory education on the whole,Under the dual structure of "rural areas are weak and urban areas are crowded",the realization process of urban and rural education equity become the key problem faced by policy makers.This article chose Yibin County this typical large agricultural county as the research object,basic equilibrium in Yibin County government implement compulsory education as the model,the specific method by means of the theoretical framework of education fairness,Yibin County government to implement compulsory education basic balanced build policy system,security system,evaluation system,analysis the concrete measures of the government to perform the education administrative function and application result,in order to summarize experience from the concrete implementation process,forming a path of feasible and operable of the compulsory education balanced development,provide a reference for other regional government has the same conditions and using for reference.
