Research On The Effects And Its Countermeasures Of Central Financial Forest Tending Subsidy Pilot In Zhejiang Province

Carrying out the central fianicial forest tending subsidy pilot work is the significant strategic planabout implementing the scientific development concept and the general secretary Hu Jintao’s indicationof “Double Increase”, which plays a very important role in the aspects of increasing forest resources,enhancing ecological function, improving forest carbon sequestration, meeting climate change,promoting forest and farmers rich, increasing farmers’ income, changing forestry production anddevelopment way, motivating forestry upgrade. This study takes the externality theory, subsidy theoryand public policy evaluation theory as the theoretical basis, combining the domestic and overseas’ foresttending subsidy system and forestry ecological project’s social and economic benefits evaluation index’srelevant researches; this study selects Zhejiang province’s forest tending subsidy pilot project as thecase study, analyzes the achievements and problems during the implementation process of this caseproject based on a certain scale of field survey, and then proposes some targeted countermeasures andsuggestions. The main contents and conclusions are as follows:（1）Through the survey for120households in10villages selected from5county and cities inZhejiang province, realize the progress situation of forest tending pilot project in Zhejiang province, andthen analyze this project’s preliminary achievements during one-year implementation from the socialand economic aspects. They mainly include: Increase farmers’ incomes and activate the localeconomy’s development; provide employment opportunities and relieve the employment pressure;promote the forest growth, improve its forest growing stock; Make forest tending technology trainingand improve the tending workers’ quality; enhance tending idea and improve public’s satisfaction.（2）Although this project has obtained preliminary achievements, there still has some difficultiesand problems that haven’t been effectively solved. For instance, the subsidy standard is imperfect; thepolicy publicity efforts are inadequate; the subsidy fund release is not united; the tending scale is small;the intensity of forest tending is a little low.（3）On the basis of analyzing and summarizing the achievements and problems of central fiancialforest tending subsidy pilot project in Zhejiang province, and summarizing the oversea’s experience offorest tending subsidy, propose the revelatory suggestions in order to promote the further perfection ofour country’s forest tending subsidy pilot policy. The suggestions mainly include: Improve the subsidystandard; Implement the multiple ways of subsidy; increase the subsidy policy’s publicity efforts; strengthen the forest tending fund paid system and management; Enlarge pilot’s range and area; definethe intensity of forest tending scientifically.
