Study On Priority Order Of Farmer Demand For The Forest Refrom Policy

Since the collective forest right system reform policy implemented,through the further clarity of property rights, by mobilizing the farmers production enthusiasm,the famers income has been improved and the forestry productivity has developed. In a word,this reform achieved initial success. But at the same time, a series of policy did not play its due role or ineffective implementation, many problems exposed in the implementation process. In addition, the demand of farmers for policy shows the trend of diversification, government services and farmers demand mismatch and there is a certain bias. After the collective forest reform, how to accurately determine the policy for farmers, for countries to develop deepening collective forest tenure reform policy service is imminent.This paper is based on the analyzed of the date, which is come from the survey of 10 counties in Jiangxi province. We choose 500 farms in 50 towens to make the survey. Firstly,the writer sort the demand of farmers to the policy and make a list of the famers' aggregate demand of the policy,then,statistics and analysis the differences of famers' needs in forest policy reform in different characteristic.Secondly,the writer use cluster analysis method and the total score ranking method to analysis the needs of the farmers on forest policy, cluster analysis method and the total score ranking method to analysis the needs of the farmers on forest policy, and draw the farmers' demand level and priority sequence of the forest reform policy. The forest reform policies were clustered into three categories. The first level is raise the subsidy standards; the second level include improving forestry infrastructure and promoting science and technology service into the village to households; the third level include accelerating the development of forest right mortgage loan, promoting the development of the under-forest economy, accelerating the development of forest insurance and guiding the transfer of land, increasing efforts of dispute mediation, improve the management system of collective forest harvesting, develop new business entities and to speed up the forest land of agricultural policy. Then, the writer use the total score sort method to list the priority of famers' overall demand of forest reform policy and the priority of different needs of farmers.Finally, based on the results of the study, the writer propose some relevant policy recommendations to improve the policy of forest reform.
