To increase the forest area and forest volume, change the pattern of forestrydevelopment, the ministry of finance and the state forestry administration decided to carry outForest tending subsidies pilot work since2009. Pilot projects "strengthening young and middleaged forests tending serve as the main way to increase forest accumulation and strengthen theforest carbon sinks function". This study based on the survey of collective forest in Zhejiangprovince---one of the forest tending subsidy pilots, on the basis of the description analysis andDID model, Logistic model, Analyzing the economic, ecological and social effects And theproblems existing in the forest tending subsidy policy, This paper mainly research process andconclusions are as follows:(1) The analysis of Forest tending subsidy situation of Zhejiang province. Since foresttending pilot policy implementation in Zhejiang province in2010, the area and subsidies of foresttending in the overall upward trend. initial success has achieved in the aspect of economy, societyand ecology.(2)Impact analysis. Using descriptive statistic analysis and DID econometric model, from thefarmers income, forest accumulation and farmers environmental awareness and participationwillingness point, analysis the economic, ecological and social effects of forest tending. Theresults show that forest tending for farmers income has preliminary effect net effect, on foreststock volume and the ecological environment has obvious increase and improve effect, In farmers’participate have obvious promoting effect, But also should pay attention to the problems offarmers and local government in the policy execution.(3)In order to make the forest tending subsidy policy carry on continuously and smoothly,this paper puts forward the following points: Improve the forest tending allowances;internalization of external economy; Implements the cradle of outsourcing, promote professionaltending; To carry out the policy of industry of form a complete set, make full use of the foresttending leftovers and improve peasant household earnings forecasts for trees.
