Shanghai IC Industry Development Policy

The electronic information industry is one of the strategic, fundamental andguiding mainstay industries of the national economy. The integrated circuit industry isthe core and foundation of the strategic new industries, which is strategic significanceto promote the development of social information and enhance the comprehensivenational strength. As Document No.18issued by the State Council Document andDocument No.54released by the Shanghai Municipal People’s Government in2000,Shanghai even Mainland China has raised a new round of upsurge in the developmentof IC industry. In last decade, national government and the competent departments ofthe Shanghai Municipal Government continued to promulgate all kinds of policiesand measures which could be help to promote and accelerate the development of theintegrated circuit industry. China’s IC industry keeps a steady and rapid developmentsituation with a expanded scale、 overall rising technical level and continuousimprovement system. At present, China has become not only the world’s largest ICmarket but also show more impact on the world’s semiconductor industry. And,Shanghai which has increased its proportion in the IC industry of country, becomesone of our country and even Asia, the world’s leading integrated circuit industry base.After the world economic crisis and the global semiconductor market in-deeprecession of2008and2009,China’s IC industry recover firstly and Shanghai ICindustry further increase its proportion in national and global industry which fullydemonstrates the great role of the IC industry policy. However, when implement IC policies, there are significant differences betweenthe various enterprises and different regions. In this paper, I mainly use methods ascomparative analysis, SCP analysis, static and dynamic analysis to find the strengthsand disadvantages during the development of Shanghai IC industry and try to proposesome suggestions for the next industrial construction by researching and comparingthe changes of policy and development status of mainly countries and Shanghai.The first chapter is a literature review clarifying the relevant concepts,characteristics, law of development and related literature overview as well as researchmethods and research purposes.The second chapter is the development situation and policy analyses of ICindustry at home and abroad describing development status, mode, features and majorpolicies among The United States, Japan, South Korea, Taiwan of China, Singapore,India and China’s IC industry.Chapter Ⅲ is SCP analysis of the Shanghai Integrated Circuit Industry based onthe market structure, market behavior and market performance data analysis of”10thFive-Year”and”11th Five-Year” period of Shanghai’s IC industryChapter Ⅳ is research of the Shanghai IC Industry development policy,described the industrial policy, investment environment, personnel, intellectualproperty service system, the construction of industrial parks, and public serviceplatform for the construction of the development of IC industry in Shanghai.Chapter Ⅴare Conclusions, pointed out the existed problems and difficulties ofShanghai Integrated Circuit Industry as well as recommended thoughts andsuggestions to the development of Shanghai’s IC industry.
