After several years of practice, the development of enterprises in China has achieved initial success, which is reflected in "the initial establishment of the structure of connection between property ties to rationalize the group’s internal relations","exploration on the establishment of modern enterprise system in the process of promoting the corporative reconstruction","the extension of group’s function and strength","the enhancement about adjustment of the industrial structure and the improvement of economies of scale", and "the reinforcement of capabilities in international operations and development". However, alongside with the era of knowledge, information and economy and the rapid development of economic globalization in21st century, market competition faced also increasingly intensifies. The modern management science generally believes that, in all resources in enterprise, the human resources are the most important. The lack of human resources or the issues in the human resources planning and management would lead to the gradual loss of the enterprise’s competitive advantage even though the possession of other resources, on the grounds that adequate human resources are needed as a guarantee both in the implementation of group strategy and the achievement of development objectives. As an important element of human resources management, the human resources planning aims at forecasting the demand and supply of human resources scientifically based on the change of environment and conditions internal and external and then developing appropriate policies and measures in order to promote the balance between human resource supply and demand, and further provide manpower support for the achievement of the strategic objectives. Therefore, human resources planning have a very important sense, and the implement of human resources planning is of great practical significance for the enterprise.This article starts with the concepts and relationships between relative knowledge such as corporative strategy, human resources management strategy and human resources planning. And then, the article analyses the different human resources management functions which is caused by the management orientation under different management pattern on the base of the definition of what is enterprise. Thirdly, according to the characteristics in enterprises, principles and key points during the construction of human resources planning are proposed in this article. Fourthly, the article takes a systematical research on the involved environmental analysis in the flow, and the involved techniques and methods in the forecasting of human resources planning. Finally, take enterprise "A" as an example to state the construction of human resources planning in detail, in which through the analysis about actuality of internal and external environment and human resources management, the article applies the quantitative models and qualitative judgmental methods to forecast the demand and supply of human resources management and formulate the planning program based on the strategy, meanwhile, assessment and adjustment mechanism about human resources management and relevant strategies about human resources planning are proposed as a reference for the enterprise to promote human resources planning.
