Study On The Evaluation Of Economic Efficiency Of Circular Agriculture In Southern Shaanxi Based On DEA

As the continuous progress of technology, the development of economy and constantimprove of the level of people’s life, people are no longer just focus on economicdevelopment and ignore the deterioration of the environment. They are more concerned aboutenvironmental protection and want to reduce the negative impact of environmentaldegradation to human living environments. Therefore, the development of circular economy isparticularly important. With International advocate for energy conservation andenvironmental protection, and sustainable development, China has also carried out someresearch and exploration in the field of recycling economy. China is an agricultural country.Agriculture plays a very important role in China’s economic development. Using the newideas “recycling economy” in agricultural production, can not only promote agriculturaleconomy developing into a new direction, but also contribute to the sustainable developmentof agriculture. In this kind of environment, southern Shaanxi has combined the character oflocal resources and the environment, and carried out a variety of research and exploration inthe areas of circular agriculture. This paper analyzed agriculture development situation of28counties in southern Shaanxi, evaluated and compares economic efficiency of circularagriculture in these areas by using data envelopment analysis method. Then found out theproblems existing in the process of development of circular agriculture, and proposedcorresponding countermeasures against the above problems.This article contains five chapters:Chapter one is introduction. It first described the background, purposed and significanceof the research, and summed up International and domestic circular agriculture-relatedresearch, exploration and development model of circular agriculture. On the basis of currentresearch, the author found that there were some deficiencies in current research on theevaluation of economic efficiency of circular agriculture. At last, I determined the thoughtsand methods of research. The study objects of most International and domestic research are country or province, but this paper is different from that. From resources and environmentconditions of28counties in southern Shaanxi region, the paper focused on efficiency ofcircular agricultural economy in counties, and selected DEA method to analyze and evaluate.Chapter Ⅱ states the present situation of development of circular agriculture in southernShaanxi Province. It described basic situation of economic development in southern ShaanxiProvince, from GDP, per capita net income of rural residents and so on. It also summed upresource advantage, geographical advantages and constraints of southern Shaanxi Province,and found that developing circular agriculture was the inevitable choice of the development ofagricultural economy in southern Shaanxi. At the same time, based on current development ofcircular agriculture in southern Shaanxi, this paper summarized main mode of circularagricultural development.Chapter Ⅲ is about the selection of the evaluation method and DEA model. First, themain circular agricultural evaluation methods were compared. It figured out the cause ofselecting DEA model, based on the advantages and disadvantages of the above methods. Thenit focused on the Data Envelopment Analysis theory and common models. By virtual ofdefinition of economic efficiency of circular agriculture and the evaluation methods, itselected appropriate evaluation index based on characteristics of circular agriculture. And thisprepared for the next application of DEA to analyze the economic efficiency of circularagriculture.The fourth chapter is about the evaluation of circular agriculture development insouthern Shaanxi region. This paper took development of circular agriculture in southernShaanxi as an example. Using Shaanxi Statistical Yearbook data in2011, it analyzed andevaluated the economic efficiency and effectiveness of the circular agriculture of28countiesin southern Shaanxi. After that, it analyzed the scale and DEA efficiency and has drawn theappropriate conclusions.The fifth chapter states some countermeasures for promoting the development of circularagriculture in southern Shaanxi Province. Combined with the own characteristics, and basedon problems of developing circular agriculture in southern Shaanxi and the DEA analysis, thispaper has drawn6countermeasures for promoting the development of circular agriculture insouthern Shaanxi Province.
