With the deepening of China’s economic reform, the rapid development of thenational economy and the improvement of people’s living standards, people’s healthawareness is gradually increasing. Medical services and hospital management are facingthe reform and thinking of new situation. Public hospitals should also change thetraditional way of management in the pattern of today’s competitive markets, improveemployee’s motivation, mining employee’s potential, improve employee’s performance,and thus enhance the operational efficiency of the hospital through scientific andeffective performance management.According to the actual situations of Qinhuangdao Port Hospital, the paper sums upthe experience and deficiency of the hospital’s management model in the past few years,analyzes the problems and reasons of the hospital’s performance management at thisstage, through the collection of large amount of information, special interviews,questionnaires and other methods, uses the new ideas, new methods and newtechnologies of modern performance management, builds a new performancemanagement system in order to improve the hospital’s management, makes the hospitalperformance management more scientific and effective, and ensures the hospital’s steadydevelopment in the market economy.Studying on Qinhuangdao Port Hospital’s performance management, this paperresearches problems in the implementation of the hospital’s performance management,such as performance management organizations, performance evaluation andperformance pay. Corresponding to these problems, the paper thinks the hospital shouldtake the systematic and scientific countermeasures. Firstly, set up performancemanagement organization by top managers’ participation, redesign a set of performancemanagement program, and make performance management on the right track; Secondly,according to the different performance evaluation standards designed by every postresponsibility book, formulate the assessment index according to the actualcharacteristics of the job in order to regulate employee’s behavior; Finally, formulate the implementation countermeasures of Qinhuangdao port hospital’s performancemanagement optimization, Such as establishing a strong security system of hospital anddepartment; training the whole staff before the implementation of the performancemanagement; guaranteeing the true effectiveness of the collection of performanceinformation; guaranteeing the sustainable two-way communication in performancemanagement process.The paper provides the reference for the scientific and standardized operation ofpublic hospitals’ management in China, and has a strong targeted guidance for theperformance management of Qinhuangdao port hospital.
