The world is full of competition and challenge. Innovation has already exceededthe limits of high-tech enterprises and has penetrated into all kinds of enterprises. It’sbecoming one of the key factors for the survival of the enterprise. As the main source ofcreative thinking, the R&D personnel have already become a key resource forenterprises to compete. How to use incentive method to retain R&D personnel andimprove their working enthusiasm is the focus of the scholars study in recent years.As the national pillar industry of manufacturing enterprises, especially thestate-owned enterprise, owning to the influence of traditional management thought, theincentive problem of R&D personnel have not attracted the company management’sattention, which lead to the R&D personnel incentive exists many problems, resulting inthe R&D staff turnover rate is high and the efficiency is low. Therefore, establishing ascientific, attractive incentive mechanism for the R&D personnel has great significanceto the long-term development of the company. The paper studies on the incentivemechanism to improve the incentive situation of R&D personnel and increase theirwork enthusiasm.The main contents of this paper are arranged as following:Firstly, the paper analysis the research status about motivation, competence andperformance research in domestic and oversea. On the basis of the research, theinnovation points, the main content and research framework of this paper is proposed.Secondly, the paper researches the related theory of incentive mechanism, studiesthe definition and characteristics of and the types of R&D state-owned manufacturingenterprises and the R&D personnel, analysis the incentive status of R&D personnel whoare working in the state-owned manufacturing enterprises.Thirdly, the paper establishes the value evaluation model of R&D personnel in thestate-owned manufacturing company. It analysis the necessity of establishing valueassessment model, and designs the evaluation model based on the competency valueand performance value. The paper studies the R&D personnel of state-ownedmanufacturing enterprise competency evaluation and performance evaluation indexsystem and method.Fourthly, the paper classify R&D personnel according to the result of the valueevaluate, analysis the characteristics and incentive needs of different R&D personnel categories. On this basis, the paper design the incentive mechanism of R&D personnelin two dimensions of the material and spiritual incentive, and puts forward the incentivemechanism of safeguard measures implemented.Finally, the paper applies research results to the state-owned manufacturingenterprises of M company, and analyzes the application effects, ensuring that theincentive mechanism is scientific and effective.
