Talent quality assessment is to adopt scientific methods and advanced technologies to make a scientific evaluation of the measured object, which provide the scientific basis for modern human resources management, as a result, we can achieve the optimal allocation of people and work. At present, talent quality assessment is adopted extensively and thoroughly in most foreign enterprises. It plays huge function in selecting, using people and promotion and it has become an industry in Western. Though modern talent quality assessment starts in china just now, the social requirement is enlarging continuously and the number of research and service organization is more and more, which indicates that talent quality assessment has entered prosperous and developmental phase.Many state-owned enterprises have been convinced of the importance of talent quality assessment and made use of all kinds of techniques and methods of assessment in human resource management. But due to much restriction of traditional system, there are many abuse in cognition and application, the scientific employees' competency model isn't established. Therefore, the state-owned enterprise should build up the right conception, use talent quality assessment properly and bring it into play in human resource management and development.Establishing the competency model in the state-owned enterprise, may distinguish man who suits the enterprise developmental strategy, and weigh man's ability in the corresponding level or position whether achieves the essential post request of enterprise, whether operates formidable support and promoter action for the realization to enterprise's strategic target and sustainable development; In addition, the competency model can unifies each work in the human resources management system organically including personnel's employment advertise, the salary management, the performance assessment, training, the personnel promotion and development and so on, finally forms a formidable human resources system which has strategic sense extremely to the enterprise's development, which is powerful guarantee for therealization to the large-scale state-owned enterprise strategic target.This paper consists of five chapters. Chapter 1 is about the paper's research meaning, content and main research methods. Chapter 2 introduces history of domestic and international talent quality assessment, and in-depth of analysis present condition, the problems and causes of talent quality assessment in the state-owned enterprise. Chapter 3 summarizes the relevant theories of the competency and talent quality assessment, introduces normal methods and gives comparions over various methods. Chapter 4 is the systematic design of state-owned enterprise's talent quality assessment based on above theories, constructs simple competency model of various categories in the state-owned enterprise and analyses the critical competency. Chapter 5 is the concrete implementation of the evaluation, according to the actual situation of a particular enterprise, carrying on the quality system construction to test the feasibility study.This paper based on the state-owned enterprise to construct competency model, through the analysis about relevant theory and research at home and abroad, and investigation in the typical industry of state-owned enterprises, processing and making up the collected materials, and then analyze scientifically personnel quality evaluation elements of management category, technology category, market category, professional category, designing competency modules. At present in domestic, the quality evaluation research which devoted to various duties class personnel of state-owned enterprises is not very many, moreover, the qualitative and quantitative analysis union is insufficient, can't meet the needs of professionals comprehensive evaluation effectively. Therefore the paper's research has certain innovation.
