A Study Of Shen Zhen Old Industrial District Reconstructing Based On Urban Management Strategy

At the present stage，under the pressure including the shortage of land resources,the city’s sustainable construction and the Implementation of industrial restructuringstrategy "retreating from the secondary industry to the tertiary industry", it is veryurgent for many large cities’ old industrial areas to reconstruct. Shenzhen "old industrialareas" reconstructing, as an important measure to promote intensive land of a pilotdemonstrative province that Ministry of Land and Resources cooperates withGuangdong Province, the reconstructing strategy of Shenzhen old industrial areas hasdrawn wide attentions. However, the effect of reconstruction and transformation is notideal. Many old projects which have been approved for inclusion in the urban renewalplan couldn’t be completed on schedule as a result of various reasons.So the paper uses the theory and method of urban management, based onsummarizing old industrial reconstruction and urban management of theory and practice,from a new perspective, the old industrial area reconstructing in Shenzhen city as a case,to explore Shenzhen old industrial reconstruction model. Through analysis urbanmanagement’s goal, management model, studying old industrial zone reconstructionproperty, explains feasibility of old industrial areas reconstruction using urbanmanagement concept; From urban business management view, analyzes the newrequirements faced in Shenzhen Industrial Zone, industry characteristics. puts forwardand defines old industrial reconstruction’s "urban management" model and suitableconditions, combining with the status of Shenzhen old industrial district characteristics,from planning, organization, capital put forward specific proposals in old Shenzhenindustrial reconstruction "city management" model.This paper proposes Shenzhen old industrial reconstruction’s "urban management"mode, and building it’s implementation system.bases on that, proposes targeted"collaborative" planning ideas and differentiated space transformation’s suggestion; Inlight of the different target mode, proposes flexible organization mode guidance strategy;proposes using stock financing, mobilizing social, business and personal idle funds,raising channel utilization of foreign funds.
