Therefore, this article takes Li Lin town of Ji Yuan as an empirical research toexplore the ideas of prime farmland protection areas demarcated and conservation. Soas to further improve and perfect the system of prime farmland planning theory toprovide a reference.Basing on Li Lin Town use of the current situation and the current conservationstatus of the prime farmland, it summed up the significance of the establishment ofprime farmland protection areas.According to food demand forecast to determine the amount of cultivated land inthe planning year2020Li Lin Town, and in accordance with the requirements of primefarmland protection rate of86.42percent to determine the number of prime farmlandprotection3770.11hm2greater than the overall land use of the new one forest primefarmland protection planning town the scale3704.5hm2, to meet the needs of the studyarea population growth and economic development of farmland.It established a designated prime farmland index system and index data iscalculated on this basis. The criteria of the index system layer consists of three aspects:the quality of arable land status, area of arable land conditions, policy factors; measureslayers including organic matter content, soil depth, available phosphorus, availablepotassium, slope, tillage layer thickness of16factors.On the basis of the index system, the use of GIS technology and combined with theprofessional requirements of the prime farmland protection plan, identified a set ofprime farmland protection planning procedures and steps to achieve the spatial layout of the prime farmland, completed the spatial distribution of prime farmland the indexsystem to establish and integrated arable sort through GIS technology to achieve thespatial distribution of prime farmland, to achieve the layout of the of Li Lin Town ofprime farmland.This study proposes incentives to build the protection of farmland, farmlandprotection co-responsibility mechanism, the input mechanism for the protection offarmland cultivated land and three high and four changes in work patterns and theConstruction of prime farmland.
