Research On Financial Compensation Mechanism Of Prime Farmland Protection

Since the nineties of the twentieth century, our country has implemented a series of stringent farmland protection policies which including "Dynamic Balance of Total Cultivated Land", "Occupancy and Balance System of Cultivated Land" and "Land Use Control". Among such a series of systems and measures, protection of prime farmland is one of the important measures and is of great significance to the stringent farmland management, protecting and enhancing the food production capacity. In the same period, China urban developed unprecedentedly with the urbanization rate increased to 40% and still requires much more, the social problems arising from the land are still outstanding with more acute land conflicts, irrational use of land resources.The status of prime farmland protection is still grim.On one hand, the delineation of the number of prime farmland indicators, management methods and monitoring tools and other protective measures without any scientific and specific evaluation criteria, thus affecting the effective implementation of protection. On the other hand, it is related with the existing management system and policies. In other words, institutional shortcomings affect the conversion of agricultural land supply, demand and even the local economic interests, therefore, further affecting the consciousness of arable land and prime farmland protection initiative. In the market economy, we should pay more attention to the protection of the economic interests of the principal farmers.Based on the social and economic conditions, natural climatic conditions and land use planning of suburban area in Wuhan City, the thesis investigates field surveys on land utilization, household economic benefits and the arable land into construction land to evaluate external benefits of prime farmland protection. Determine the compensation mechanism for protection of prime farmland and the economic compensation stakeholder model as well as suggesting on economic measures, legal measures, administrative organizational and technical measures to investigate the long-term protection on prime farmland and effective implementation of economic compensation mechanism.
