This article analyzes the problems during carrying out Energy Performance Contract (EPC) projects in SQS, and uses the WBS-RBS matrix analysis and analytic hierarchy process to distinguish and estimate the risks, and presents the specific measures to control the risks.Firstly, this article introduces the background, the current situation of domestic and overseas research and the basic theory of EPC and project risk management. Energy is the power of economic development. In order to decrease the energy consumption, EPC has developed expeditiously in our country, and makes remarkable achievements. EPC has many risks in itself, so it is necessary to research the risk management of EPC project in SQS.Secondly, this article introduces the specific conditions about EPC project in SQS, and distinguishes and estimates the uncertain factors on the EPC project. There are some problems such as the technical project plan, project implementation and benefit assurance, which leads to obtain the less benefit than expected income.Thirdly, this article distinguishes the risk sources of EPC project in SQS with WBS-RBS matrix analysis, and distinguishes the major phase which has many risks. And this article estimates the risk factors with analytic hierarchy process, and estimates the major risks during the EPC project. This article also analyzes the risk control with project life cycle theory.At last, this article analyzes the three aspects to control the risks such as strengthening the project team construction, strengthening the standardization of EPC project, improving negotiation skills, which can decrease the risks and carry out the EPC project smoothly in SQS.
