College student group is important to the future development of relation statesecurity personnel, is the backbone of the country, the population’s health statusaffects long-term development of the state and society. With the growing size ofChina’s education, the number of the student population has continued to rise, butbelonging to the college students own, more comprehensive and effective medicalinsurance system still is in neutral medium. College Students’ initial medicalinsurance system is the beginning in1953, the public health system, its funds mainlycome from all levels of financial subsidies. Admittedly, ensuring the health ofcollege students and college students in physical aspects such as medical insuranceplays an important role in. However, with the constant development of our economy,increasing medical costs, public health system problems began to appear, such asmedical burden is overweight, the waste of medical resources and other issues, thesecurity level is getting low, can not meet the basic medical needs of Collegestudents. Although some colleges and universities to solve the medical problems,have explored different medical modes, such as" socialized medicine+insurance"medical model, commercial insurance model, service outsourcing mode and so on,but as a result of commercial insurance profit and the state does not support, leadingto reform the result unsatisfactory. Until2008, the State Council issued a documentdecided to include college students in the basic medical insurance for urban residentswithin the medical insurance system so that students only had a relatively largechange. Although this initiative in a way to improve the students medical care, butthere are some problems. Through analysis of college students health insurancesystem to improve the medical insurance system for students and the schoolcommunity has a great significance.This paper consists of five parts, the first part, introduces the researchbackground, purpose and significance, as well as the domestic and foreign scholarson the study of College Students’ medical insurance system. The second part, in order to better analysis of Chinese undergraduate medical insurance system, thispaper studies the necessary institutional and conceptual motivation for simpleexplanation. The third part, reviewed our country college student medical insurancesystem development process, by now the implementation of medical insurancesystem for students to carry on the analysis, find out the existing problems. Thefourth part, through in-depth analysis of the United States, Germany, Singapore,United Kingdom4countries more mature students medical insurance system andlearn the valuable experience for China’s national conditions. Finally, proposedconsummates our country university students’ medical insurance system.
