Higher education develops quickly in China these years, but there are many problems to be solved with colleges being in a popular style. There is a great shortage of education outlay from finance. The tuition rises rapidly. College students and their family can not afford the burden. Limited funds of free medical service do not fit the medical demand of the growing number of students. Confronted with severe illness, college students endure not only expensive tuition but also medical expenses. There has been no available medical care policy for more than 20 millions college students till now. Based on research on the status of college students' medical security and their medical demand and utility in Jiangsu, this article suggested that undergraduates should be involved into social medical insurance system just like employees, the duty of the government should be strengthened and expenditure should be shared by government, colleges and undergraduates themselves. Such being the case, it will push forward the improvement of their medical insurance and the formation of their good life style and self-health care habit.
