With the continuous advancement of the medical insurance system reform inChina, the basic medical insurance system includes more and more social groups. Theexploratory reform of medical insurance in some special group has achieved a certainsuccess and gets some useful experience. In2009, the state announced the newmedical reform program which highly anticipated of the social. In this health carereform, all the college students are included in the areas of the social basic medicalinsurance. The health care reform means that the fully end of the public healthservices, and it also means that the student medical insurance only consist of socialbasic medical insurance as well as commercial medical insurance.The paper adopts the case study method. I selected Shenyang, the capital ofLiaoning province, as research site and conducted field investigation in five colleges.These Universities include the Liaoning University, Northeastern University,Liaoning University of Traditional Chinese Medicine, SAU-The Collage of Scienceand Technology, Liaoning financial Vocational College. In order to explore therelevant factors which affect the collage students’ behavior and will of participatemedical insurance, this paper using field investigation to investigate the willingnessparticipation behavior in medical insurance, and then put the data which from theinvestigation into the Logistic model. This paper argues that in order to improveenthusiasm of participate medical insurance, we should pay attention to three aspects:mandatory and voluntary, supporting the institutional environment, the interaction ofthe relevant institutions. Finally put forward the corresponding countermeasures andsuggestions on the existing problems.
