The research of organizational justice climate is the awareness of the people onthe level of organizational justice and environmental groups. The assessment of thisorganizational justice based on whether the staff feel to be treated fairly. Theorganizational justice affect the efficiency of the enterprise system. Organizationaljustice affect organizational behavior,if personal thoughts are not being met, peoplewill have a sense of injustice,when people have a sense of injustice, organizationalperformance and the system performance will be reduced. organizational justiceclimate is divided into three dimensions: procedural justice,distributive justice,interactional justice.Rules as a key factor in economic development, plays an important role. This isbecause the system can be used as an incentive. It make people more active toeconomic activities, and the resource allocation will be further optimized. Theprompt action of the rules are closely linked to hunman activities. While humanactivities will be influenced by the formal rules and informal rules to be double theeffect. In recent decades, Western scholars have developed a mature and suitablerules for local economic management and create a mature system of organization.This has been widespread concerned by domestic and international research scholars.Chinese enterprises use these economic management in the area of corporategovernance. But in practice, the use of these methods is not good. Enterprisemanagement is not limited to complete all aspects that formal rules regulate.Employees spontaneously engage in the behavior of outside the formal rulesrequirement. This will have a significant impact. Research the relationship of theformal rules and informal rules is necessary. This paper research the relations fromthe no exceptions rules,lack of rules, implement rules, rules effect.This paper on the basis of organizational justice climate and the relationshipbetween formal rules and informal rules that researched by scholars from abroadand home. Design the questionnaire of organizational justice climate and theconflict relations between formal rules and informal rules. This paper uses structuralequation modeling to fit the recovery dates. This paper empirically analyzes theeffect of relations between formal rules and informal rules casused by variousdimensions of organizational justice climate.This study show that strengthen theorganizational justice climate will reduce the conflict relations between formal rulesand informal rules. In the effect the procedural justice is the most strongly, the distributive justice is relatively strong, the interactional justice effect is minimum.
