Stated-owned commercial banks occupy a large position in china’s economy. But the development of stated-owned commercial banks are been affected by institution. Institution includes formal rules and informal rules, the conflict and complementary relationships between formal rules and informal rules have been seriously restricted the development of stated-owned commercial banks. The relationships of complementary between formal rules and informal rules can increase the performance of stated-owned commercial banks, the relationships of conflict between formal rule and informal rules can increase the risk of stated-owned commercial banks. Within the stated-owned commercial banks, a good organizational justice climate can increase the people’s sense of justice. A good justice climate can make the people of stated-owned commercial banks comply with the rules of stated-owned commercial banks. This sometimes can increase the relationships of complementary between formal rules and informal rules and decrease the relationships of conflict between formal rules and informal rules. This context’s study object is stated-owned commercial banks. Our main research is research on organizational justice climate for the conflict and complementary relationships between formal rules and informal rules of stated-owned commercial banks. In theory, our context firstly defined the concept of organizational justice climate, formal rules and informal rules. We also define the dimensions of organizational justice climate and the dimensions of relationships of conflict and complementary between formal rules and informal rules and form an integral theory system.This context use questionnaire to collect date, we hand out450questionnaires and use SPSS17.0to analyze the reliability and construct validity of questionnaire, the result of the test form the request of empirical analysis. On the side of empirical, this context use different empirical methods to analyze the relationships of conflict and complementary between formal rules and informal rules of stated-owned commercial banks, on the side conflict, we use the structural equation modeling to empirical analyze the date, this context use the software of AMOS7.0to analyze and verify12hypothesis of16; on the side of complementary,we use the method of multiple linear regression analysis to analyze the date, this context use the software of SPSS17.0to empirical and verify14hypothesis of16, the result of empirical is good. The result of empirical verify that organizational justice climate has negative affect on the relationships of conflict between formal rules and informal rules of stated-owned commercial banks and has positive affect on the relationships of complementary between formal rules and informal rules of stated-owned commercial banks. Therefore, within the stated-owned commercial banks, a good organizational justice climate can decrease the conflict between formal rules and informal rules of stated-owned commercial banks and increase the complementary between formal rules and informal rules of stated-owned commercial banks. This can promote the development of stated-owned commercial banks.
