Electric power plays a great roll in promoting economic development, andgovernment makes efforts to support the development, in order to expand the scale,however, finance problem is becoming the keybottle to restrict the development of theelectric power, how to expand finance scale, and enhance financial quality and level,is the key factors to develop the electric power. The dissertation focuses on proposingnew finance mode for the electric power project based on previous research results,and combined with fundamental situation of project finance of china, and case studyis also made in the final.Classic financial modes and integrated ones at present are analyzed, and largecorporations’ financial mode home and abroad is combed, and effective reference ismade. On the basis of group decision making method, selection method on financialmode is modelinged by using information aggregating technique, and financialmode,that is BOT-ABS mode is confirmed by using the selection method. BOT-ABSmode is defined, the characters and advantages of it are analyzed, combined withdevelopment situation of present capital market of china, and application preground ofBOT-ABS financial mode is analyzed, and procedure of it is also proposed,operational risks of BOT-ABS financial mode are also analyzed, and safeguardpolices are also proposed. Case study is made on the financial mode of BJ electricpower, based onBOT-ABS financial mode, financial mode of BJ electric power isdesigned, and risks of finance of BJ electric power are evaluated by usingcomprehensive fuzzy method. Finally, dissertation is summarized, disadvantages areproposed, and the future study of which is also proposed.
