Labour dispatch developed early in Beijing, and it is playing a significant role toinfluence the labour market and relative industry with its potential advantages. Especiallyafter the introduction of the “Labour Contract Law”, labour dispatch experienced a rapidexpansion and formed a large group of dispatch workers in Beijing, but problem reveals aswell. In the end of2012, the refinement and modification of labour dispatch relatedprovisions reflects the importance and resolution of the government to standardize thedevelopment of labour dispatch.Base on the background, the essay conducts the empirical study on characteristics ofdispatch worker distribution to summarize the three main characteristics as a low-levelhuman capital structure, overly high proportion in organization and differentiated lowincome level. The essay then analyzes the supply and demand factor in labour dispatch,reveals that there exists two labour matching pattern with a low cost-primary talentmatching character and a value innovation-senior human capital matching character, andlabour dispatching groups will show a polarized characteristics theoretically. Therefore, thedevelopment tendency will be that low-level labour dispatched needs standardization whilehigh-level labour dispatch needs to promotion.Combined with the above analysis the essay summarizes that current labour dispatchis mainly playing the role in low cost-primary talent path to promote employment and cutcost, but lack of influence in value innovation-senior human capital path according to thetheoretical model. The essay then discusses two main reasons of its formation as aninsufficient legal constraint and supervision, and a lack of willingness to dispatch.Finally, the essay proposes three advices in the standardization and maturity of labourdispatch as to optimize the policy environment, increase the bargaining power ofemployees and guide the employees to understand labour dispatch correctly, hoping toprovide references to further practice and study.
