Along with the further integration of the rapid development of China’s tourism industry and deep integration of tourism resources, the tourism group gradually plays a more and more important role. Restricted by various conditions, China’s state-owned tourism group has great difficulties and improvement potential in HR management.. As a special form of enterprise, local government-owned tourism enterprise has its particularity and generality. This paper is based on thereal tourism company case, using investigation methods, literature analysis and case analysis methods, analyze HR recruitment, HR training and HR performance management of the local government-owned tourism enterprises, and points out the existing problems, and discusses how solve these problems despite the limited development space and the whole environment, and then to realize powerful supplement of talents and skilled employees.
