The safety of genetically modified organism technology has been bringing about extensive public concerns since it emerged in the1980s. The public voices of strengthening supervision and administration of genetically modified foods become even louder with the growth in the living standard and increasing of popular health awareness. And the label of genetically modified food which is provided with special functions in the aspects of protection of knowing rights of consumers, production supervision and liability retrace has gradually drawn public increasing attention. Up to now, many countries in the world have established supervision and administration system relating to genetically modified food labeling, while our nation also focus on relevant legation in recent years and has constructed an initial integrated systematic structure as a result of which modified food labeling has been rapidly implemented in a certain range. Any how, relative supervision and administration still face a great many problems due to the complication and particularity of the safety issue of modified food in itself with earnest needs to be solved both in theory and systematic construction.On the basis of study of current situation of modified food labeling administration, the present paper discusses the theoretic supports of modified food labeling administration from different points of view and analyzes feasibility of relative administrative system, furthermore, provides tentative systematic resolution aiming at the existing defects of the current modified food labeling administration for the purpose of furnish referential proposition for the perfection and consummation of relative administrative system.The present paper is composed of5parts consecutively with major content as follows:Chapter One. Summarized introduction to the background of topic selection, studying aim and scope, both domestic and foreign studying situation relating to genetically modified food labeling, the value of the study, the implemented basic studying methods, technical route and the possibilities of innovation and insufficiencies. Chapter Two. It analyzes the current situation of modified food labeling administration including certain foreign practice that could be provide for reference and relative legislation of our nation, and also makes an empirical study on the practical problems which we are confronted with in the supervision and administration after the establishment of labeling administrative system applying relative investigation data.Chapter Three. As the modified food labeling system not only closely relates the government supervision and administration, but also concerns comparatively extensive ethical and legal theoretical issues, furthermore, its performance also depends on the practical feasibility of the system itself in a large scale, hence the present chapter makes a general discussion on relevant theoretical basis of labeling administration applying comprehensive basic knowledge of relevant subjects in combination with the characteristics of genetically modified food labeling, and analyzes the maneuverability genetically modified food labeling administration from the point of view of technical support and economic regulations.Chapter Four. The genetically modified food labeling system has function effectively after implementation of a certain time limit, but certain insufficiencies still remains which limit the efficiency of administration. The present chapter intends to summarize the defects of the current system in such aspects as administration philosophy, systematic regulations and auxiliary methods for the reference of relative improvements.Chapter Five. In the present chapter the author intends to provides schemes and propositions for the construction of the genetically modified food labeling system in different aspects such as overall administration structure and pattern, administrative principles and concrete administrative system and methods in the hope of bringing certain benefits to the establishment and consummation of relative administrative system.
