Research On Supervision System Of Genetically Modified Food Safety In China

Nowadays, along with the abundance of people’s material life, more and more genetically modified food deluge the tale in various forms. Genetically modified food, for the majority of people, is still a strange term and an unfamiliar field. For the sake of self-health and yearning for green and eco-friendly ways of life, the problem of genetically modified food safety is arousing people’s attention. Food sustains human beings who are indispensable for the progress and development of social economy. In this sense, genetically modified food supervision is prior to supervision of other social affairs. As a biotechnological achievement, genetically modified food supervision has been seen as a solution to food shortage. Though genetically modified food is newly born, time is still needed to know it. While hidden problems of genetically modified food safety need to be paid attention to, its advantages shouldn’t be ignored. Through safe, effective and reasonable supervision, genetically modified food will finally benefit human society.This thesis consists of five parts:Three aspects on genetically modified food are discussed in the first part-its definition and category, emergence and development, and knowing from the public; based on the analysis of genetically modified food safety problems in China and its features, the necessity of supervision is discussed in the second part; the third part analyzes problems that exist in genetically modified food safety supervision in China on the basis of referring to relevant laws and regulations. Two problems are found:one is regulatory defects in legislation and the other is defects in the current genetically modified food safety supervision system; from three aspects-supervision principle, subject and typical system, the forth part introduces supervision systems in America, EU and Japan and gets enlightenment applicable to China from their experience and lessons; the last part stresses plans and countermeasures on genetically modified food safety supervision in China. Some suggestions are given in this part:replenish and improve basic supervision principle; construct a supervision mode, in which government is the guide, self-discipline within Industry Association and supervision of Customer Association reinforce each other; refine and strengthen detailed supervision measures; intensify the punitive compensation efforts and enterprise credit responsibility system.
