Possibility Of Forest Cooperation

Village T, lying on the east of Zhejiang Province and attaching to the Changtang Town of Shangyu City which is famous as "hometown of bamboo sprout", is a major moso bamboo-planting area in China, where the bamboo sprouts is the best in Changtang Town. The total forest land in this village is more than2400mu, and most of villagers’ coming is from bamboo-planting and bamboo-shoots-selling.Since1980s, Village T has started to undertake the reform in forest property rights. From "three assurances in forest" in1983to share-holding cooperative system in1987, and to reassure the using period of forest in the mid of1990s, the reform in Zhejiang has been exploring the way of the forestry development and forest property right reform in its own way. In2006, the matching reform of the former one has been implemented, beginning to go with the forest reform all over the state. Under this kind of background, Village T started to look for the way of self management and cooperation.In2009, the first cooperative of bamboo shoots was set up, and the second one in2011, which proved that the main and matching reforms in Village T went ahead in Shangyu City. Cooperation became a new choice of people in it to survive and make earnings in the circumstance of marketing. Certainly, the cooperatives were also faced some problems and cooperation or scale-management will become the must choice of villagers in the ages. We discussed the history, development and the problem by the investigation of village T. We come to the following conclusion:firstly, the resources are the basement of trust of the villagers when the ties of the blood become to the emotion basement of the communication,; Secondly, the drive force of the cooperation came from the clan cohesion, the aversion of market risk, profit and the policy stimulus. Thirdly, organization and mobilization were the ties of the cooperation. At last, the modern consultation system which was praised highly had been introduced into the cooperative to establish a system which could merge the internal competition and external competition.The villagers connected the social resources and modern cooperative to establish the professional bamboo cooperative. We thought that the cultural tradition and historical resources were the most precious fortune. Under the action of history and practice, the interaction of the villagers made the system to be verified, replaced, modified and refreshed, so the system could be effective and lasting.
