The land is basis of the the people’s livelihood, the base of thedevelopment, a source of wealth. The progress of human society, economicdevelopment and wealth accumulation are closely linked with the land.National conditions of more people with less land, make land issues becomemajor issues with the overall, fundamental, strategic development process ofChina’s modernization.China is in phase of industrialization and urbanization accelerating, thepopulation continues to increase, rising demand for economic and socialdevelopment of land and natural resources, imbalance bwtween land supplyand demand become increasingly acute. Therefore, to use of the landscientificly, to improve the level of intensive land use and to protect arableland, especially basic farmland are an important guarantee to thecomprehensively implement the scientific concept of development, to achievesoundly and fast economic development and to use of land resources in asustainable manner.Based on summarizing to the research theory of intensive use of landevaluation in home and abroad, the connotation of land intensive utilizationwas defined. Take the land scarcity principle, the principle of sustainable useof land supply and demand theory, the theory of land returns, government rentpremium theory as the theoretical basis, and take the "issued to the Ministryof Land and land intensive use evaluation procedures (Trial)"(2010) as abasis for evaluation, start from the Land Use Survey, the land use structure,land use intensity, land use benifits and effectiveness of land managementwere analyzed in depth, and the degree of intensive use of land in the AlxaEconomic Development Zone was evaluated by a multi-factor comprehensiveevaluation method, the potential capacity was estimated by using target approximation method.Finally, based on the analysis of the evaluation results, the land use ofthe Alashan Economic Development Zone was summaried, and measures andrecommendations of its intensive use of land were promoted. It can be seenthrough the evaluation, degree of intensive use of land was high, landmanagement was more standardized, land use regulatory performance wasbetter and the degree of land market supply was high in The Alxa EconomicDevelopment Zone, In terms of potential estimates, the imbalance betweenland supply and demand in the development zone is more prominent, actualexploit potential is very small, and the future development of theDevelopment Zone urgently need certain land-use space to protect. Therefore,we suggest that we should give full play to the role of the market mechanismfor allocation of land resources in the future, for optimization of land usestructure; for strictly control the construction project with low density forimproving industrial land input and output levels and for further strengtheningland supervision and use zone control system.
