Agriculture Bank of China had IPO in both Shanghai and Hongkong in July,2011, since that, the four states owned joint stock commercial banks realized IPO and opened a new page of Chinese financial reform. Meanwhile, the new chapter of development of Agriculture Bank of China has opened. To be a first-class international commercial bank, a comprehensive and sound internal management mechanism fits for the contemporary development requirements needs to be setup, and HR comprehensive reform is the core of Agriculture Bank of China’s internal management mechanism. According to the contemporary development requirements of commercial bank, Agriculture Bank of China focus on the development strategy, innovating HR management system, to setup a mechanism fits for the contemporary development requirements of commercial bank, and matches with "service agriculture, commercial operation". Through the comprehensive reform of HR, a mechanism based on organization structure, post system, performance system and payment system will play a important role in the HR motivation and restriction with a characteristic of Agriculture Bank of China. The reform aims at improving the core competence of Agriculture Bank of ChinaThe research starts from the background of HR reform, post management and payment motivation system, analyzing the idea, theory, tools, system, and conceptual design, achievement and problem, demonstrates the effect on employees motivation and management improvement, raises the main point of next reform. Through the analysis of achievement of EODOS branch in post and payment motivation reform, supplies theoretical case and experience for Inner Mongolia branch, Agriculture Bank of China.
