Such as other state-owned enterprise with a long history Air China is a large state-owned listed company, In order to adapt to the increasingly fierce market competition, Air China is continuing to experience the organizational structure transformation and control mode. In the process, building effective performance management system undoubtedly combines advanced western management theory with Chinese state-owned enterprises.That is effective means of step up the core competitiveness of enterprises. Every human resources worker needs to consider this problem. Performance Management is the core of the modern enterprise human resource management system. It is also a hard and important part in the field of human resources management. This paper starts from the performance management.It introduces the concept of performance management from Air China Inner Mongolia Branch to establish the whole process of performance management system, analysis the important of performance management in the overall operation of the organization, and find the certain rules of traditional state-owned enterprises in the process of management of the modernization, and improve the design of Air China Inner Mongolia Branch. This paper provides all in transformation period or hope for the transformation state-owned enterprises for reference.This paper is divided into five parts. The first part is introduction which introduces the topic of the background, value, research in the current situation, idea and method of author. The second part is the overview of the performance management theory. It mainly provides the theoretical basis for this article. The third part is research and analysis of general situation and performance management problem. The fourth part is the improved design of performance management system. The fifth part is conclusion.
