Agriculture is the root ofbuilding country, and seed is the life source of agriculture, moreover, the development ofChinese seed industry would have the great relationship with agriculture. China is a largeagricultural producer and seed user in the world, therefore seed industry is strategic andfoundational industry, which promote the long-term stable development of agriculture, andsafeguard the national food security.Basing on the theory of agricultural economics, industrial economics, seed science andmanagement science, this essay researched on Development Tactics of Seed Industry in China,its purpose of research was the development of seed industry, which analyzed the developmentcourse and situation about Chinese seed industry by the way of scale, effect, policy etc., thenresearched on problems existed in development, at last, raised the tactics about developmentthought experience and revelation of the development in international seed enterprise, to be thetheoretical guidance and scientific decision-making for the development of Chinese seedindustry.Firstly, this essay realized the development course and situation about Chinese seed industry onthe basis of literature review，formulating the development course from four stages, andanalyzing the development situation by the way of scale, effect, policy etc., then analyzed theproblems existed in development of Chinese seed industry from the view of R&D of sciencetechnology, market supervision, breed development and high competition.Then, using the case study method, this essay did a case study on four typical international seedenterprises, which included development strategy, technology innovation, marketing, plan andarrangement, moreover, summarized the development experience in international seedenterprises, to be the revelation and reference for the development of Chinese seed industry.Collating on the development course and current situation of seed industry at home and abroad,this essay summarized revelation of the development in international seed enterprise throughcomparative study.To sum up, through the research about discipline and path of economic development in seedindustry, this essay raised the tactics of the suggestion and measure in development of Chineseseed industry, with experience of the development in international seed enterprise, whichincluded improving the legal and police system, establishing scientific management system,Advancing the innovation of mechanism, with the result of promoting sci-tech innovationcapacity, raising competition ability of seed enterprise, enhancing the seed supply ability and strengthening the supervision ability of seed market, Constructing modern crop seed industrysystem which commensurate with the status of agricultural producer and international advancedlevel, establishing of seed industry system in line with Chinese national conditions, raisingcomprehensively the level of crop seed industry development in China.
