Since the1980s, the environment for human beings are being threatened by more frequent natural disasters, worsening global warming and the increased global competition for natural resources. Current economy growth and energy consuming patterns, which are heavily dependent on natural resources, need to be changed in order to resolve these problems. As a result, the low-carbon economy has become the new focus around the world and resource-based cities attract a lot of attention due to the significant role it plays in developing low-carbon economy. How to select the leading industry for resource-based cities in low-carbon economy has become one of the priorities among researches on resource-based cities.In this paper, we summarized existing studies and methodologies about low-carbon economy, resource-based cities and leading industry selection in China and around the world, explained the necessity of studying how to select leading industry of resource-based cities in low-carbon economy, analyzed current status and issues within the leading industries for resource based cities and provided specific solutions for these issues.An evaluation system including20indicators for selecting leading industries in resource-based cities in low-carbon economy was constructed in the paper, following the creation standard of leading industry evaluation system, based on the regular development pattern of resource-based cities. These indicators represent five areas, including location, resources, competition, industry and sustainable development.Then we calculated the weights on each indicator using EXCEL and YAAHP.0.5.3Hierarchy analysis software and carried out the selection of leading industry using a combination of hierarchy analysis and grey relational analysis, which enables both vertical comparison and longitudinal comparison. As an illustrative example, we applied the model on Daqing, a typical oil resource based city and evaluated its oil and gas production and supply industries. At last, this paper gave policy recommendations for the development of leading industry of resource-based cites in low-carbon economy, which will provide guidance on the study of leading industry selection.
