Research On The Evaluation Indicator Of Science And Technology Service In China

Science and technology service(S&T service) industry is the core component of modern service industry, which is profoundly impacted by the information technology. Thus S&T service is the main power to promote the upgrade of industrial structure in China. Although the concept of S&T service has been proposed in the early1990th, but further study still needed. At present, our academic community mainly focuses on the definition of S&T service and the interaction relationship with the regional economic. The research of the evaluation structure of the overall development of S&T service is a blank.Firstly, the difference between the North American Industry Classification System, the United Nations I SIC Rev.4and National Bureau of Statistics of China on S&T service has been compared. Then, based on the definition given by National Bureau of Statistics of China and provincial industry statistics practice research, this thesis extract its own definition of the modrn S&T service industry,which is consisitent with our current stage of economic development.Secondly, by using qualitative and quantitative methods, the existing international S&T evaluation system has been interpreteted in depth. At the same time, in-depth analysis of the main content of "China’s S&T evaluation index system"and "S&T progress monitoring system",this thesis extract the relevant indicators. This S&T service industry evaluation index agree with our industry statistics status quo. Thirdly,under the framework that S&T service industry evaluation index proposed, international comparison and empirical analysis have been introduced to describe the status of China’S&T services industry. In the empirical analysis process, the Cobb-Douglas regression function method has been used to explore the efficiency of R&D services sector’s capital investment and labor inputs and the whole output.Finally, this thesis briefly summarizes the key issues of China’s S&T industry and puts forward some proposals.
