A Study On Structural Adjustment Of Primary Energy Supply In Inner Mongolia

Since the tenth5-year plan, Inner Mongolia fulfilled an economicleap-forward development, it economic growth rate ranking was first in Chinafor eight consecutive years from2002to2009. But, the rapid development ofthe economy is built on the basis of the expansion of coal resources. Energysupply security and environmental pollution problems were caused by basedcoal on energy structure, they are threatening our living environment. As anenergy large province, economic development is still primary stage in InnerMongolia in compare with developed areas. Many factors will affect andrestrict sustainable economic and social development in the future in InnerMongolia, such as irrational energy structure, new energy and renewableenergy development and utilization of backward. Therefore, if the economicand social could be continue to keep a rapid development, it mainly attributedto primary energy sustainable development in the future.This thesis mainly research on the questions of primary energy supplystructural adjustment in Inner Mongolia based on SWOT Analysis. The fullpaper was divided into five parts. The first part introduces the thesis researchbackground and significance, domestic and international literature review,research content and methods. The second part firstly defined the someconcept and delimitation of energy, then simply introduces the theoreticalframework of the SWOT analysis method and summarizes all of theoreticalknowledge, they will support to writing direction in theoretical guidance. Thethird part takes advantage of external environment to analysis the threats andopportunities of the energy supply structural adjustment in Inner Mongolia.Currently, there are some threats on primary energy structure not only theproblem of security of energy supply became more and more serious, but also included among more difficult on addressing climate change, seriousenvironmental pollution pressure and strong pressure of energy-savingemissions reduction. The external opportunities of primary energy supplystructural adjustment were mainly on the country appreciated to importance ofaddressing the climate change and opportunity brought by low-carbondevelopment and policy of national renewable energy. The fourth partanalyzes advantages and disadvantages of primary energy supply structuraladjustment in Inner Mongolia from internal environmental. The InnerMongolia mainly had advantages of huge resources to create a good condition,supports of government, and achievements of the energy structure adjustment.But the disadvantage conditions will be restrict or lag behind energy structuraladjustment, included not only irrational industry structure and energystructure, but also development and utilization of natural gas resources,renewable energy and clean energy. The fifth part analyzed the strategies andcountermeasures for primary energy supply structural adjustment. Firstly wesummarized the SO, ST, WO and WT strategy by establishment of SWOTmatrix, then from the guidance of related policy and planning for nationalenergy development, the idea of sustainable development, the premises ofenergy security supply, the combination of the long-term with short-termgoals, we will be transfer the strategic positioning into establish a stable, clean,reliable energy supply security system, we proposed some detailed strategiesand countermeasures, not only to build special planning, propel energy systemreformation, strengthen the governmental policy support, and so on, but alsoto control the coal production excessive increased, accelerate the developmentof natural gas, positive and orderly development of wind and solar power,development of biomass energy in combine with local conditions.
