Energy is very essential to the sustainable development economy and human society and the survival. In 2014, the total energy consumption of 4.26 billion tons of standard coal in our country, the early 21 st century has increased by more than 2 times. The increasing energy consumption and the ecological environment destruction and pollution, caused the energy resources of the growing tension, the contradiction between supply and demand of energy increasing. Tensions in the face of severe environment and resources, saving energy and reducing consumption has become an important energy industry development in our country have to do.Sustainable development, solve the current serious energy resources and the environment situation, need to develop scientific and reasonable energy development planning, using the theory of abundant energy-saving need to continue to dig the energy conserving potential of the economic and social development.In this paper, from the viewpoint of energy saving theory to explore, through the energy systems analysis, structural energy-saving potential measurement and prediction set up regional energy planning model, and the regulation of western economic uplift of Shandong Province as an example to introduce the practical application of the regional energy planning model. The programming model can realize the maximum of energy and resources saving, and can guarantee the energy supply of economic and social development need. In this study, the first from energy structure, element structure and industrial structure from three aspects of the structure of regional energy conservation potential calculation analysis, and then through the energy supply and demand forecast area, using the energy systems analysis method on the whole analysis policy adjustment, the environment, energy, social and economic contact five subsystems of regional energy planning model is established. Finally to energy planning model of the luxi uplift belt economy energy planning in 2020, through the energy structure, element structure and the adjustment of industrial structure optimization, for the regulation of economic uplift "energy saving 36.145 billion KWH equivalent electricity, accounted for 9% of the total energy consumption..
