Study On Comprehensive Benefit Evaluation Of Land Consolidation Project

Land is the foundation of national survival and socio-economic development in our country. And cultivated land is the most important component of land resources, which are not only related to national food security and social stability, but also to the building of a socialist harmonious. Land consolidation is helpful in solving the problem of food security and an effective measure in calming down the increasingly prominent land conflict. Comprehensive benefits evaluation provides the basis of decision making for local government. What’s more, it can effectively guide the practice, and promote land consolidation project to achieve economic, social, ecological and landscape benefits. Therefore, it is an key part of the project, and very significant and imperative to explore the method that take benefits evaluation of the land consolidation project effectively.The study reviews the theory of land consolidation and comprehensive benefits evaluation. Then create a comprehensive benefit of land consolidation project evaluation system, including evaluation index system, mining index weights and choosing evaluation method. Firstly, the evaluation index system includes economic benefits, social benefits, ecology benefits and landscape benefits, and selects 16 indicates for quantitative researching by using remote sensing and geographic information system technology. Secondly, Integrated AHP with entropy method makes index-weight calculating more accuracy and objective. Thirdly, land consolidation has the incompatibility and in determination problem in comprehensive evaluation, which we use the evaluation method of matter-element model to solve effectively.Finally, we take the land consolidation project in Nanying, Hubei province as an empirical research example. The research results told that this project has achieved highly praise by local residents and good benefits in evaluation. What’ more, the case study results could turn out that the evaluation index system, index-weight calculating method and evaluation methods of the comprehensive benefits are helpful and feasibility. And we can easily take that method in accessing the land consolidation project.
