Improving the level of production technical efficiency, reducing the depletion of resources of the production process can help farmers to get higher economic benefits.So in the existing production conditions and market conditions, what is the level of farmers’technical efficiency of facilities strawberry production, and what is the reason of non-technical efficiency, these are a series of empirical questions worthy of study.In order to answer these questions, this study based on modern economic theory, technical efficiency,Using field survey data from rural households, the use of extended BC (1995) model and Frontier4.1of software, estimated that the production level of technical efficiency of farmers to calculate the output elasticity of capital, labor, land rent, and farmers technical efficiency of distribution; on this basis, using non-technical efficiency function analysis of the factors causing the loss of farm technical efficiency, the end of this paper the corresponding policy recommendations.Previous research about agricultural facilities are mainly some descriptive analysis the industry, there are few literature using econometric model of farmers production technology efficiency for empirical research from the point of the micro farmers. By using the field survey data for farmers, using the branch of BC (1995) model and Frontier4.1software, this paper estimates the farmers’ efficiency of production technology level. calculated the capital, labor, land rent output elasticity, and analyzes the distribution of peasant household technical efficiency; On the basis of using the technology, this paper analyzes the efficiency function caused by farmers technology efficiency loss factor, and at the end of the paper the corresponding policies and Suggestions are proposed.After the research of facilities strawberry, it found that:The three main kinds of strawberry varieties, HongYan, FengXiang, Ming Bao cost profit margins were1.63,1.44,1.19, the production efficiency of HongYan is higher than the latter two; HongYan per acre total cost of the highest seed the investment is the main reason for the cost difference.Strawberries-the cost-profit ratio of rice crop rotation patterns for the1.74,0.11higher than a single crop of strawberries, at the same time strawberry-rice rotation is also continuous cropping obstacles, sustained and healthy development of the Strawberry IndustryAfter calculating the technical efficiency level, we found that the average technical efficiency for farmers is0.62,117famers are lower than that, and58%of the total sample which declares that farmers technology efficiency level is low overall. The inputs in strawberry facilities, capital, and labor input and output are related, including labor output has larger contribution than capital, labor input output elasticity is1.1746,which is in irs using phase that increase in the labor force to increase output; The investment of capital output elasticity is0.5724, the scale stage in diminishing returns, showing that capital investment can’t simply rely on the increased amount but submitted to the structural optimization direction. Land rent and output is negative correlated, and land rent output elasticity is0.3248, which shows that it should be alert to the negative effects resulted by high land rent for the facilities agriculture.After the research of the efficiency of the technology of farmers of all kinds of factors, it found that:in family endowment:farmers number of agricultural labor force, householder education degree, farmers to or not attend technical training, whether the cadre household, the proportion of the strawberry income in total revenue has the positive effect to the efficiency of production technology; Number years of Strawberry planting, planting area of technology with the influence of efficiency is poured "U" hypothesis, respectively, verify the human capital decrease degree of the scale and diminishing returns rule. Get credit support and local government helps develop strawberry sales channel, two variables reflecting government policy support, has the remarkable effect for all technical efficiency.The production organization modes of variable has the positive effect to technical efficiency, but strength is very small. Strengthening production organization degree of technical efficiency has positive effect, but because the scale of existing agricultural cooperation organization or agricultural enterprise is small, internal management is not standard, participating in market competition and the ability of resist the market risk is weaker, have less substantive help to the production of farmers.The distance to traffic and distance to the market has the positive effect, but the former is not significant.
