Nowadays, Manufacturing enterprises are facing increasingly fierce competition in the domestic and international environment. If one enterprise wants to win in competition and obtain long-term development, he must enhance its product manufacturing management. So manufacturing execution system (MES), which is in factory floor and facing workshop production control, becomes more and more popular. MES is an information system to scheduling and coordination the implementation plan (ERP) and the lower control (PCS) well. It is facing to use the information technology to improve manufacturing process.On the other hand, Discrete manufacturing, especially engineering machinery which have the characteristics of varieties, small batch production, its business is complex, the process is changeable, the information data is confusing, the product production cycle is relatively long, product process changes frequently. It makes the key job in the workshop process control is to identify the bottleneck process, then optimize the bottleneck process, ensure the whole production process will not stop, so we can improve the efficiency and effectiveness of the whole system. On the whole, we should introduce the theory of constraints, when we implement the MES in the enterprises, it provide strong support for the workshop process optimization.In this paper, we use construction machinery manufacturing enterprises as an example, this paper is start with management features of assembling department. Explain the necessity of introducing the TOC and the MES. Propose a shop floor control and optimization model base on the TOC-MES, then apply the model to a factory manufacturing process optimization, through the data analysis of its production line, we use a variety of ways, including the computer simulation, to find out the bottleneck of the process, we use the IE methodsz to analyze the operation procedure of factory workshop, optimize the bottleneck process. Then we put forward the optimization strategy, which can help enterprises to reduce production costs, improve product quality, strengthens the comprehensive competitiveness of enterprises.In this paper, the main results are as follows:(1)Deeply analyzed the features of production in discrete manufacturing industries and the present status of the business process management in this field, and put forward a optimization model for discrete manufacturing workshop operation process optimization which based on the TOC-MES.Achieved a perfect combination of the function of bottleneck analysis and bottleneck identify by TOC and the function of fine management of MES which is facing workshop.(2)According to the description of the case enterprise workshop production process and the data from the workshop field. Applied TOC-MES model to case enterprise workshop production management process optimization, then IE theory is adopted to improve the process of program optimization, operation analysis and action research.(3)In the base of further discussion of Job shop process, assembling department, manufacturing process and action elements improvement strategies. Then proposed a optimization program for discrete manufacturing plant operating procedures. And the specific promotion measures for the model and the workshop operating procedures optimization program.
