The Research On Evaluation Of Development Mode Of Jiuhua Economic-technological Development Zone Under The Background Of "Resource-saving And Environment-friendly Society"

On the background of current economic globalization, industrial economicszonation, Park industrialiazation and industrial agglomeration have become a newtrend of the world economic development. To build “two-oriented” society and torealize the "two type society" target, we can’t separate construction of “two-oriented”society requirement of economic park. Economic Park as the effective carrier forindustry shift represented economies of scale in regional economic effects, it play akey role for the“two-oriented” society for the construction of powerful support. JiuhuaEconomic-Technological Development Zone locates in the Jiuhua demonstration areaof the Changsha-Zhuzhou-Xiangtan “two-oriented” society experimentation area; itsdevelopment situation is great, which as “two-oriented” society construction plays apositive role.Based on the research of “two-oriented” society, Park economic and the basictheory and practice of Eco-industrual Park, we choose Jiuhua EconomicTechnological Development Zone as the research object, to explore the Zone meetthe requirements of the building of the “society” model of development, to constrct acomprehensiveevalation system to valuing Park development, to proposedcorresponding optimization measures for building Jiuhua Economic-TechnologicalDevelopment Zone as eco-industrial park of “two-oriented” society. To begin with,this paper expounds the connotation of “two-oriented” society and its newrequirement of Park economic development in China on the background of theconstruction of “two-oriented” society. In the second place, we use the theories ofregional economics, Park economics and econometrics, to put forward the JiuhuaEconomic-Technological Development Zone should select eco-industrial parkdevelopment model for adaptating construction requirements of the “two-oriented”society on the background of the construction of “two-oriented” society around thedevelopment model of Jiuhua Economic-Technological Development Zone, and wedescribed the causes and significance of choice. Also, this paper constructs acomprehensive evaluation index system, using principal component analysis to makean empirical analyse of Jiuhua Economic Development Zone. Evaluation results thatthe overall development of Jiuhua area conform to eco-industrial park constructionrequirements of the “two-oriented” society, However, there still exist questions, forexample, the low industry relevance, the decline of industry’s technological contentand unreasonable development of Park Economical Structure. The last but not theleast, the author puts forward4points for optimizing construction of Eco-industrual Park in the “two-oriented” society. Firstly, in view of present situation of JiuhuaEconomic Development Zone, this paper puts forward the developing circulareconomy, improving industrial correlativeness Degree Park, reveal park industrycharacteristics. Secondly, promoting leading industy of the the Park forenergy-efficient and environmental-friendly and making it scale; thirdly, improvingand optimizing the park environmental protection system; the last point is acceleratingthe introduction of talents, strengthening the innovation capacity of the park andraising the level of industrial technology.
