So the research on the development of economic and Technological Development Zone, has a very important practical significance for the Development Zone, the Development Zone will find a development path in line with a competitive advantage in the market reality. Xiangtan Jiuhua Economic and Technological Development Zone was established in late 2003, upgraded in 2011 to become the National Economic and Technological Development Zone, is one of supporting CZT two oriented society construction demonstration area of reform, an important part of Xiangtan economic development and urban construction. To ensure the rapid and steady development of Jiuhua Economic and Technological Development zone is also one of the important mission of promoting the economic development of our local area. The changing of society and economy, makes development environment is becoming more and more complex. The development of economic and technological development zone, although with the support of national policy, financial and other aspects, but also should enhance the competitiveness of their own development, and keep pace with the times. Then the results of the analysis are listed by SWOT matrix, further detailed studies on Jiuhua National Economic and Technology Development Zone’new urbanization development strategy and put forward some suggestions: one should give full play to its own advantages, adhere to a high starting point, high standard of planning, high specification industrial clusters, high-quality investment to spur the economy to accelerate the pace of new urbanization; second, to break the bottleneck of its own, fully implement the new urbanization development concept; third, cultivate the "two type" culture, to create a new urbanization model;fourth, should skillfully use the opportunity to avoid the risk, take a new road of urbanization.
