C Economic Park Competitiveness Evaluation And Promote Research

The development of C economic park has undergone three stages for 23 years so far since establishment, ranging from leaping growth period mainly featured by land leasing, to standardized development stage characterized by standardized application of land and refinement development, and to professional management development stage distinguished by enhanced service quality and professional development company management at present. At this stage, management and development of C economic park needs more use of the concepts and methods in enterprise operation and management. With the deepening development of the market economy, the status of economic park as a stakeholder has become increasingly prominent, and especially in an irresistible trend of reform in its institution and mechanism, the status of the economic park as an independent decision-making body is increasingly stronger. Therefore, the study on the competitiveness of the economic zone can be not merely seen as branch and extension of competitive research but also can be said to enrich and deepen the content of studies related to competitiveness.This paper mainly focuses on the study of competitiveness evaluation system in C economic park, aimed to construct a benchmark of competitiveness assessment in C economic park and to make comparison in comprehensive competitiveness with the other parks on this basis. Vulnerable spots in the development process can be recognized through comparison in indicators so as to provide certain references and recommendations in aspect of decision-making and management for managers in construction of C economic park.Based on research on the theories related to the economic park and evaluation system of enterprise competitiveness, the author believes that the comprehensive competitiveness of the economic park can be evaluated from four aspects such as economic operation, resource utilization, environmental construction and technological innovation, and these four aspects also involve 20 secondary indicators, namely, total industrial output value, total revenue of secondary and tertiary industry, total profit, total taxes paid, total export-import volume, accumulative fixed-asset investment, cumulative total contracted foreign investment, industrial land output intensity, profit output intensity of unit land, tax output intensity of unit land, fixed asset investment intensity of unit land, and passable leasing of industrial land area and so on. After competitiveness evaluation index system is established, evaluation index weight is determined by means of analytic hierarchy process, and overall competitiveness of C economic park is evaluated. Then comparison is made between the assessed value of overall competitiveness in C economic park and the industry average value as well as that the outstanding park representative within the industry, and it has been found that the biggest weak point in the competitive strength of C economic park lies in serious shortage of scientific innovation ability, followed by poor efficiency in economic operation, which also leads to lack of competitiveness in the C economic park. Therefore, the author puts forward suggestions and countermeasures on enhancing the comprehensive competitiveness of C economic park from the perspective of improvement in technological innovation and building capacity and in efficiency of economic operations in the park, and so on.
