Beichuan County Economic Development Exploration Based On The Concept Of Circular Economy

From the statistics, it can be judged that though China’s economy has shown a continuously increasing trend, the contradictions between economic development and ecological environment are becoming more and more severe. As an effective way to realize sustainable development, circular economy can not only accelerate the transformation of the economic growth mode, and contribute to mitigate the severe environmental problems, but also become a new growth pattern for the future development of China’s economy.Poverty caused by pollution and resources scarcity are two major obstacles for further county development. In the long run; environmental deterioration will damage the foundations for social and economic development or even threaten people’s health and lives, and thus resulting in the vicious circle between poverty and ecological deterioration. As for Beichuan County, because of its natural environment, location and development, its economy has been under extensive operation with low competitive force and efficiency. The massive earthquake in2008has made the economic situation in Beichuan much worse. During the economic restoration and reconstruction after the earthquake, if the old mode of economic growth, which mainly depend on resources exploitation, has been maintained, it is on the one hand not good for further economic development, and on the other hand may aggravate environmental destruction. It is imperative to change the original mode for economic growth, and find a new way that is good for both economic development and ecological preservation. This is not only an active response to national policy, but also good for strengthening economic competitive force and realizing breakthrough in economic development of this county.In this thesis, a thorough review on former studies of circular economy in China and foreign countries will be presented first. An appropriate model of circular economy for Beichuan County will be proposed based on the incorporation of advanced models of circular economy and the realistic circumstances of economic development of Beichuan. In accordance with our studying content and steps, he thesis can be divided into the following parts: literature review on circular economy, evaluation on the current situation of economic development in Beichuan County, the elements that may influence the development of county economy, the construction of model of circular economy in Beichuan County, and the implementation approaches and security mechanisms of circular economy. According to rules of circular economic development, such as "reducing, reusing and recycling", Combined with the characteristics of the development of three industries in Beichuan County, Explore the development of circular economy model in different levels, develop eco-tourism in the conservation area and establish Tourism circular model; develop eco-planting ecological restoration after the earthquake, establish ecological planting and breeding circular model, protect and restore the ecological environment; develop specialty agriculture in eco-agriculture area, achieve species, raising, processing as one circular model; adopt cleaner production and green manufacturing in the eco-industrial park.
