Since the incident of sanlu milk powder in2004, the quality problem of dairy isgradually becoming the focus of all parties in society in recent years, and safetyproblems of other food have also been exposed,which are harmful to consumers. Weeveryone are striked by the accidents of dairy safety, so we need find those depthcauses about the quality and safety of dairy industry, and the problems of governmentregulation.Therefore there still is important practical significance about that.At thesame time, putting effective policy is also an important work in this paper.Firstly,this article introduces our government regulation agencys and theirmethods of dairy quality regulation,so that we have a relatively clear understandingabout government quality regulation agencys and related departments of govermentregulation systerm in our country at present; Secondly, this article reasearches thecauses of those problems about the regulation organizations and methods. This articlepoints out that the performance of quality regulation for China’s dairy is lowefficiency. Then, the local protectionism and information asymmetry factors arethought as a parameter, which is added to the game analysis. The local governmentdepartments and the dairy enterprises both do rational behaviors in our life. What ismore, in this paper, the United States and Australia, which are the two biggest dairysupplies in the world,are introduced about their quality regulation, and this articlesimply discusses the development of dairy industry of those two countries. Thoseexperiences of quality regulation can be used for our country.Finally,we need jump out of the dairy industry.From another perspective, ourgoverment has treatsed economic construction as the center since China’s reform andopening up. The background of age can change some things.what is more, the spiritof the Anglo-Saxon tone and China’s traditional Confucian culture are not fullyintergreted in market economy,which is also one of the deepest reasons. Because ofcultural relationship analysis is more complex than economic.So basing on thebackground of reform and opening up, this paper emphatically analyzes the theeconomic behaviors of dairy enterprises and government quality regulation. In the end, according to the analysis of all above parts of the article, we put forward somesuggestions.
